Title: [ID: Dolly Pops] Small plastic pigtails doll 1979???

This cute doll is marked KTC 1979 on her back and is flat backed, hard plastic, but with soft hair pigtails?? The ribbons are real too! I think she is cute but have no idea who she is? Any ideas? I would be so grateful  :D

I have a brown haired one I got identified not too long ago here, they are Dolly Pops by Knickerbocker
