Looking for a fashion doll from the 90s.  Barbie knock off I thing...Blonde normal hair, green velvet dress, and came with gold plates and silverware.

Any hints?

At first I thought it might be a Scarlett O'Hara doll from Gone With The Wind, lol. But she wasn't blonde obviously, and nor is Irish Barbie unfortunately which was my next suggestion. Could the gold and silver cutlery/dining ware be part of a Barbie 'Pretty Treasures' set?
