Title: [ID: Mi Querido Pajarito / My Dear Little Bird] Bird with Long Hair

This might be possibly on the site already but I couldn't find it.
I used to play with this with the My Little Ponies I had...  then when I got a bit older, I was thinking maybe it was Lady Lovely Locks, but now I have no idea what it's from.  No markings.  About 2 inches high

He is a "Mi querido pajarito bird" from Argentina
