Adam emailed me this doll description and image:
"All I know is that I have had this doll since the day I was born (early 80's). I am now 27 and I have hung onto it ever since. I know not one single thing about it other than it's a soft vinyl face and the rest of his body including his pointy head is soft. I have Googled my brains out! If anyone can tell me anything about who, where, what this doll is I would appreciate it."

UPDATE!!!
Thanks to Andrea and Megan who both identified this as a Bobbie doll produced by Fisher Price in 1981.
