Title: [ID: Barbie, Jewel Secrets Whitney] Help with Barbie Clothing Item Please

(new person here. :-[ )  I have searched for over a month trying to find out what this item goes with or which Barbie it goes to but I have had zero luck finding it anyplace.  I know it is from the 1980s because it belongs to my daughter and that is when she had Barbies.  Any help will be very much appreciated. p.s. This has a stiff wire in the top part that I think is the collar area. I presume this goes on like a cape wrap thing as it is too long when put on at the waist... thank you again.

Thank you SOOOO much Nhtpirate! That is it.. boy it is an "interesting" if not odd item.LOL  I guess it is worn anyplace you want it..from the neck like a cape to a skirt.. very strange that my daughters do not ever remember having the Jewels series.. so it will be interesting to see what else comes up.
I am not sure now how to let everyone know this has be resolved.  Thank you again so much. *hug*
