Rosey emailed me two doll descriptions, one of which has now been identified:
"The next doll I had wanted you to try to identify for me was a fashion doll that I had gotten when I was about four or five years old. So were talking 1984 or 1985, doesn't mean that the doll couldn't have been out prior to that so 82-83 could also be possible years. I remember this doll being made just like a Barbie but she was a brunette and she had a beige coloured cowgirl hat, beige cowgirl boots that resembled the Barbie cowgirl boots, a beige vest and the rest of the outfit is vague to me. I know she was a western doll and she was a quality doll with vinyl/rubber legs that you could bend not like those cheap grocery store dolls from back in the 80's that you could get for like a dollar. I don't think she was a Barbie but I could be wrong. I do know for a fact that she had that beautiful brown hair and I'm almost certain that in the back of her box it showed her riding on the back of a Brown coloured horse. If you can help me I would be so happy. It would bring back some fond childhood memories to be able to see that doll again and possibly buy it to add to my collection."

Could this be her? Sandi West by Totsy (I assume from the early to mid 1980s).
The Totsy dolls aren't Barbie of course but still fairly good quality. Ignore the number sticker on the front of the package - that was just from the auction.
There are different dolls wearing different outfits from this line (and separate fashion as well). But this really seems to be the one that you described! :)
This image is from an old expired auction - but at least now you would know what to search for! :)
