She's a Taco Bell toy!
Here's an artist's rendering of the set:

"The Underlands" was apparently going to be a TV show for kids, but I can't find a whole lot about it. Trademarkia lists the trademark as "Abandoned". According to its website, it was about tiny people called "Underlings" who live in places we can't see and whose world defies gravity. You can read more about it on its website: http://www.theunderlands.com/Home.html
The lack of information leads me to believe that it never got off the ground. Its website also looks really unfinished.
Your girl's name is Hendon "Henny" Farling.

You're welcome!
If anyone has anymore information about this franchise, I'm kind of curious. It seems strange that it made it to a promotion at a major fast-food chain but never went further.
