This would be in the mid- to late nineties. It was a "hidden picture" book along the lines of "Where's Waldo".
The story was that it was a theater that only put on fairy tale plays. Every picture showed the theater's stage with the proscenium arch and a big staircase on either side, and a huge amount of people dressed as fairy tale characters. The director had a list of the characteristics he wanted for each character--so, for example, Snow White had to have waist-length black hair, a short blue dress, a rounded collar, ect. ect. and you would have to find the one Snow White in the crowd that matched the description.
I also remember there was a running gag where the janitor kept trying to get into the plays and he would always do a really bad job at dressing up.

I remember that book - I borrowed it from my local library!
