I'm sorry, I must be behind, why are they banned?

Apparently, they are banned because they are small toys that can pose a choking hazard.
However, Canada hasn't banned them because the eggs are hard to get into so it would be difficult for a small child who doesn't have the strength and dexterity to do so. And the egg is big enough that they can't choke on that. I guess the danger is if someone opens the egg for the small child then gives them the toy to possibly choke on. Most adults with any sense wouldn't do that.
I've read an article and heard stories from friends of Canadians bringing Kinder Surprise into the US as presents for family, getting fined and having their eggs thrown away.
