The bottom of this page of Kenner's '97 Pre-Toy Fair catalog has pictures of the "So Many Teddies Collection", which was intended to be part of the Littlest Pet Shop line, but it never saw production:

It looks like those teddies were re-branded from another toy line, but I don't recognize them at all. Do they look familiar to any of you? The originals may have had different colors/accessories.

Many thanks to Siri, who ID'd the original toys that the LPS prototypes were based on: Takara's Teddy Bear Land Country, from the late 80s!

Takara and Hasbro have had a long standing relationship. Takara has been licensed to create toys for many Hasbro lines in Japan, including My Little Pony (the vintage Japanese versions of MLP are really rare and sought after) and Blythe. It is entirely possible Hasbro decided against producing them here but though they might sell well in Japan (since Sylvanian Families was pretty big over there and still is).

Correction: mouse kindly provided some links and info, and it looks like So Many Teddies was directly taken from "Teddy in my Pocket": http://laura87.suntuubi.com/?cat=243 (http://laura87.suntuubi.com/?cat=243)
I'm curious to see similarities between Takara's Teddy Bear Land Country and the Teddy in my Pocket line.

I have the Topps Baby Wild Animals Complete set listed, with packages and stickers, along with a Bunny and Otter that aren't listed. Don't think that helps you but I wanted to say thanks -this is the only info I've found on mine.
