Title: Help ID this Japan doll? Red hair and freckles

Can you help ID this doll marked "JAPAN" stands about 7" tall.  If you know would you also know if this is her original outfit?

She looks like a Herman-Pecker "Rascal" doll from the 60s, but it's difficult to tell with such a small photo.
