Title: [ID: Lady Lovely Locks - Lilytops "Lilysprinkle"] Yellow Seal with hair?

Anybody know what this is?

I picked it up at a garage sale because it looked kind of interesting. There are no marks on it that I could find to identify it with. It is roughly 2.5 inches tall. It has a hole on the bottom and the body is pretty much hollow. There is also a small hole at the tip of the tail.
