Title: Who is the Barbie on the case?

In 1993, JC Penney sold a Barbie case made by Tara Toys.  I've identified three of the four dolls pictured on the front.  Clockwise from right top: Pet Pals Skipper, Roller Blade Ken, and a redhead Paint N Dazzle Barbie (called Paint N Fun Midge in Europe).  But who is the blonde Barbie with the red headband and daisy earrings?

I don't know, but her outfit seems to have a hot pink collar?
