Title: [ID: Transformers "Scourge"] unknown transformer

I found this guy at a church sale today . I want to know who is he and is there any missing parts. marks says hasbro 2004 and he talks but the battery is dead.

He also takes a "key" to activate a gimmick
He's from transformers: Cybertron and his name is scourge (and if he's for trade/sale...)
