Title: [ID: Love Pets by Soma] Blue Dragon/Dinosaur Figure w/Flower on Chest?

Does anyone have an idea what this character is from and his name?? I call him blue guy but that will not due any longer.  I am been stumped for years.  I thought MLP at one point.

Maybe he's a Care Bear cousin knock-off? He looks more like a hippo to me.

How long have you had him?

Thank you both for the replies (I have had him since I was about 3 so 1986).  Now I can list him on Ebay with my other vintage toys!!
