Title: Rare early Chubbles E.K.O?? By Carousel by Guy...or is it something else??

I have this super cute toy made by Carousel by Guy-I am thinking that he is an early version of E.K.O (chubbles) anyone else think so too? would love some more info x

He certaily looks to be along the same line as Chubbles and friends, but I haven't been able to find out anything yet. He has P R Q on him, does he have any more letters? He also looks like he has a little light on his belly. Does he still work and what does he do?
