Title: [ID: Littlest Pet Shop, Puppy Dress-Up Palace] A tiny doggie to I.D

I swear I've had it ID-ed before but it was in none of my threads (possibly someone else's, ah well). In any case what is it (there's no markings)?

It reminds me of My Little Pony Li'l Litters (I had the Dalmatian set).  But those were flocked and wouldn't have had the hair around the collar.
