Title: [ID: My Pretty Mermaids] Is this mermaid a galoob so small babies (unproduced?)

I bought these two together this weekend. Pup is for sure a So Small Babies, but the page says the mermaids were never produced.

It looks like the baby from the My Pretty Mermaids Seaside Wedding set.
