I need help to ID this rainbow cloud thing. And the little doll. Thanks!

Any brand names or unusual markings on either of them?

Doll says Made in China. Cloud says Made in Hong Kong, and has a part number 25634.

I'll admit I'm not 100% on this but it looks like it could be from Care bears.

I originally thought that too, but couldn't find a specific image of it, so I don't thank it's Care Bears.

I wonder if the rainbow cloud could be a cake decoration of some type. The little girl doll looks very familiar as well. Maybe Polly Pocket?

The doll and rainbow cloud both look like they either go to the care bears playset that is shaped like a heart or the care mobile playset, at least that is what I think their car is called lol!
