Title: Help Me Identify This Care Bear Figure!

So I bought this Care Bears figure today from a Charity Shop for 99p!

All I know is that it's obviously Funshine and thats about it! Can't figure out what it's supposed to be!
What on earth is the red cord for!?  ???

I think the bear is supposed to be on a cloud swing, since the cords seem to come from the paws.

Maybe its from a play set? It has a hole in the bottom which could have been to attach it to something?

The only think I can think of is that you could attach it to a light pull! :P

The bottom of the figure says "1983"
