Title: Top Hat Moustache Stick Leg Figure 1970s early 880s

While sorting out bits in my parents' loft I came across two little plastic toys, wearing top hats with moustaches and thin stick legs:

I have vague recollections of them and feel I should know what they are. It's on the tip of my tongue but time won't allow me to remember. Handed them to my sister, whose toys they were. She is also interested to discover what they are. Circa 1970s perhaps early 80s?
