Someone sold one on eBay and suggests a few possibilities:
"She-ra? He-Man? Galaxie Girl? Sonic Rangers?----5in Girl figure"

Looks like someone provided identification for this figure in the comments of this Instagram post:

It's from a line called Hercules and the Dragon, but not much comes up image-wise.

I don't have access to Facebook myself, if you do I would recommend checking out that action figure group mentioned in the comments to see if anyone posted any images.

Edit: This dude seems to be from the same line?
