Title: Strange Bandai Stripey doll-can anyone help :)

Hi All!
I absolutely love this site! Since having my daughter almost 3 years ago, I am reliving my childhood in a massive way, and am addicted to girly 80's toys! We collect mainly Care Bears and MLP's but have recently started on Glo Friends too  ;)
I was wondering if someone could help ID this mystery doll by Bandai? He is 1980's, but I can't seem to find much about who he is x x x

That looks an awful lot like Gatchan from Dr. Slump.  Does it look like he ever had antennas or wings?

He possibly may have had wings as he has some white thread on his back, but could be loose stitching?
His neck at the back says Toki Animation 1981 Bandai?
Thanks for that, I have never heard of Dr Slump :)
