Hey!
There was one Barbie doll I loved above all others...which was extra special because I wasn't into dolls until I was an adult...and I would love to be able to buy a copy of her. She was given to me by my Godmother, and I do think it was 1990...but it could've been anywhere from 1988 to 1992. I really do think I got her the same time from the same person as Ginger the Giraffe that Barbie had out, but that was in 1988 before we moved into this house. (Maybe Ginger was re-released?)
The doll was a blonde Barbie, she was wearing an orange tank top with a bright design on a it similiar to Glitter Hair from the 90's Barbie. Her earrings were either neon yellow or green, in a triangle/ring shape.
Any hints would be helpful! I've tried eBay and google and Flickr.... :(

This isn't a 100% match but look at 1990 Cool Looks Barbie. She has an orange shirt and a black vest with dots, records, and music notes on it and on the shirt is a print of someone dancing. Her earrings and ring are triangle but are probably pink.

Hmmm...it's very close, but I think on her shirt was geometric patterns, including a neon green swirl. And she came with an orange frisbee and orange viser.
Are there any sights where you can find IDs of the play lines for a certain year?

I would just type in "barbie and the year" on ebay and look thru the results
How about her?

Hmmm. This isn't exactly what you described, but could it be Cool Looks Barbie?

I have that book now. If you go to barnesandnoble.com it's selling REALLY cheap there as well. fantastic book. Gives years, a close up of each doll, and a picture of the doll MIB. Only downside is it was published in 1998 so that's as high as the barbies go.

The shirt seems right... but that's about it.
