Tapsie was made by Mattel and came out in 1990... I think.
I had one and I LOVED her. You just pushed her hands up and down and she would click her feet together.
I think she also came with a music tape. She is cute!

I love these one-shot Mattel dolls from the 90's! I wish there was a comprehensive page about them, even though they're not technically related to each other.

I always thought that these dolls were sort of Mattel's unbranded "Sporty girl" line.
I had "Jumpsie" and my sister had "Skateboard Shannon" ... I remember there were a few other similar dolls in between, but even as kids we knew they all had the same face!

Therefore, Shannon became Jumpsie's big sister, because Jumpsie was slightly smaller and could only bounce on a trampoline, while Shannon could do skateboard wheelies.
