I think it's a Little Snaps too, but I can' find another that looks like it.
Here's a picture for compariosn--it's from a different thread about the dolls in the middle, but the dolls on either side are Little Snaps.

It looks like maybe her hair was taken off, or maybe she's a different version with changeable hair..

Maybe I knock off I'll search her out and check the datestamp that should make things easier.
Ok update on the back of the head there's a button that causes a light to come on when pressed
the datestamp says
Chap mei
chana(no date given)

These were listed in an auction as "Chap Mei" dolls. It's a Chinese company. Maybe they had the rights to the dolls overseas, or just got the molds somehow? I found another thread on here for a line of horses made by Chap Mei that used Kenner LPS molds.

Holy crud I just realized this is probably a Cutie Princess doll that is missing her hair! I been searching for them but here is one that is right under my nose!
