I acquired a little plush dog in a mixed lot of mini Pound Puppies and other small stuffed animals a little while ago. He's white with black and brown spots that appear to be painted on, has soft brown ears and tail that are made of a different material from the rest of his body, clear reddish-brown plastic eyes, and his tag has been removed. He looks a bit like he might be a fast-food promo toy, most likely from McDonald's, but I can't be sure. Can anyone tell me his origin, please?

Unless it was after 1995, it's not from McDonald's. I've got a price guide for their toys from when they started Happy Meals through 1995. It's not in there.
It could be another restaurant promo or could be a carnival prize or ticket prize (like at an arcade).
That should help narrow it down though. Good luck in ID'ing!

The breed looks like a Jack Russel, if that helps.
I though it might be a storybook toy from something like Hairy Maclary...

I put in the word "dog" in these 2 websites and nothing really came up that looks like your dog.

Yeah, I wonder if maybe he might have come with a doll of some sort. (A pet?)

Doesn't look happymeal-ish to me. How big is he, I can't really tell from the photo.

He's fairly small, about 2 1/2 inches long and 2 1/2 inches tall, give or take.
