Can't think of the name of these blasted things, but they were little tiny plush very similar to Smooshies whose gimmick was they were flat and they could be sent in an envelope or a package until the receiver opened them and then when they were shaken--"poof!" they would "inflate" to their final shape/size.
I WANT to say they were called something like "Puffies," "Poofies," "Ploofies" but I can't say with absolute certainty. The packaging was cream-colored with the logo/name in a red arc over the blister. They were also sometimes theme like for get well, birthday, Halloween and Christmas as well as generic ones that I have seen--and owned! WHAT the heck ARE these things!? HELP! Thanks in advance!

The name is SERIOUSLY ringing a bell but I need images to really get a clue. "Poffle" in Google keeps giving me Pokemon Amie results because it's a non-English name for PokePuffs. Any images? Thanks for the help, though!

Popples is what i was thinking of but they were not flat, they were a ball :)

No, puffalumps were much too big, these were specifically intended to be mailed, either on their own or in a card, hence they were small.
