Title: Posh plastic toy figure with top hat and moustache circa 70's perhaps 80s?

While rooting through my parents loft I uncovered two little plastic toys. I feel I should know what they're called but time has wiped the memory. Passed them to my sister, whose toys they were and sheis interested to discover their identity too.
