Title: Can anyone help my identify this toy?

I have this toy but I’m not sure what or who it is. My guess is it’s from the early-mid 90’s. It does have a button in the middle of the chest that no longer works, or atleast I’ve not checked if the batteries can be replaced. Help please, thanks!

To add an image, you have to upload the image to an image sharing website, like Flickr, imgur or imgbb to get an image code you can place in between these brackets:

[ img ][ / img ]

Just remove the spaces!
