Maybe a long shot but I have been trying to find info on this for long time. When I was a child early - mid 90s I had a rather large ferris wheel. Sylvanian Families size - mine loved it! haha
It definately is not SF and I don't think it is Maple Town.
It went round and each carriage was a light baby colour IE: Pink, Pale Blue, Green....
I may have dreamed this bit but maybe each carriage had a number or letter on it...
I am sorry it is a bit patchy but hope someone can help!

Was it something you may have had to construct yourself, i.e. Meccano, Eitech, or Hasbro's K-Nex (all of which manufactured Ferris Wheels)? Was it made of metal, wood or plastic, like the big pink 'Forever Friends Musical Ferris Wheel'? Did it turn by itself (battery operated), or did you have to operate the movement yourself with a handle or similar?

With the colours you have described (the pale, baby-blue, pink, green, etc) it sounds like something the Tyco Quints would, or should, have had! Maybe a doll similar to those perhaps...
