[ID: Power Rangers & Halo] more action figures to Id

Hi can any one tell me who these guys are from ?




I need ids on these two. The one  on the left  has no markings, or copy right dates  and is missing something on his back the other says bandi 2003

The one on the left is a HALO Elite figure, missing his helmet & gun.

According to this website, the second one is a bad guy from Power Rangers called Barmia Hei or Abaranger (there is a picture if you scroll down far enough) but I couldn't find anything on the toy.

Thanks I do not play halo either but he was in a box of random toys for 2 for a dollar. I could not pass him up . Thanks for id this guy.
