Can you ID this My Pet Monster cousin?

This was my boyfriend's favorite childhood toy & I've been hunting for it for the 7 years we've been together. In this picture the hair has been mostly removed so the black plastic horn is visible, but he says that when it was new you couldn't see the horn in the hot pink hair.

It's eyes glow in the dark.

He's unsure as to whether or not it came with chains. He found it at Venture.

As it turns out it's very flammable, which is why he no longer has it. :p

It has black plastic claws on all four feet/ paws.

It seems to be much smaller than My Pet Monster. He recalls it being about the size of a 16 inch build-a-bear.

I know what it isn't: My Pet Monster(official) & Mexican Defensors.

Any help would be greatly appreciated.

OHMYGOD.  I was just about to post looking for information on one of these!!

The one I had was smaller than that, even.  About 7 or 8 inches tall at best.  It's blue and has the claw feet, but they're solid orange.  He's got the wacky face and looked kind of like a monster cat.
