"Tongue Ties" or similar shoelace accessory, 1988

In 1988, I saw a commercial for a kids' shoelace accessory that I think was called "Tongue Ties", but I'm not completely sure. The commercial featured a jazzy, very 80s-style decor with some little girls dancing. A female voice sang a song that I don't remember in all details, but might have gone something like this: "Get your feet on the street, it's time to modernise! You've just got something and something...size...Your shoes are in the news! Gotta scream and shout! What's got your tongue? That's got your tongue!"

Does this ring a bell? I've found a product of the same name being produced recently but am not sure if it's the same product.
