It looks much like a skpper from Barbie and is marked "mattel 1987"

Are you sure? The date stamp says 1987 when Peppermint rose came in 1992.

The body mold you have was copyrighted in 1987 by Mattel for a Skipper doll.  If you search 1987 Skipper on ebay, you'll see dolls pop up through the 1990s.  They don't change the copyright on the back.

I don't know much about Peppermint Rose, but if she is using the Skipper body from 1987, then that's your doll.  ;)
