[ID: Moppet's Secret Dollhouse] Early 80's Doll/House

In the early 80's or maybe even very late 70's, there was a doll (about 4" tall) with a skirt that was like a hoop skirt and it cover her house. Her house looked kinda like a lazy susan size round plate that was divided into 3 or 4 sections and when you were done playing, the doll fit into the top like a cupcake topper and her dress was a cover for the house. So she looked like a tall doll when in storage. Please help me identify this toy! Oh, I think the dress was blue plaid (ala Dorothy).
