When I was a kid, I went to a Jimmy Buffet concert with my parents and cousin, and I was rather small so I ended up falling asleep and mostly remembering the car ride. This would have been about 1994-1995. We stopped at a gas station on the way and my cousin and I picked out some candy. I got a sucker spinner- a plastic character on a graspable stick with a hole in the head for a lollipop. When you pushed a button, the character would spin and you could lick a very even lollipop. I don't really remember those outside of the mid-late '90s time frame, but I could be wrong about that.
The one I got was a ballerina. The sucker hole was directly on the top of her head, and she had very short blond hair. The figure itself stopped right at the torso and there was some kind of design printed on the handle. Hearts? Bubbles? I don't know, but they were gradients of pink. Her top was pink and I believe she had some pink mesh fabric around the shoulders for sleeves. I think she also had a necklace that was painted in a metallic gold, but those details may be hazy. She was really very pretty and ended up sitting on my shelf for many years, but I probably got rid of her when I decided I was too old for her.

I was thinking about her after my dad started listening to Jimmy Buffet again and asked me if I remembered the trip. I told him I honestly don't remember much except for the ballerina.
EDIT: Oooh, I just remembered something right after I posted! Her arms are showing, but they are over her chest and are clutching a red rose.
