I missed your measurements -- the poodle I saw was tiny.
I think I might've stumbled upon her, though!

No it was darker. More of a deeper blue/teal color. But thank you all for continuing to try.

If this had simpler eyes and was just a bit greener, it would be almost right.

Superior Toy Novelty did make a toy raccoon I used to have! Also my father's from his childhood.

I think it was a columbia toy, and my memory seems to have jogged that perhaps it played music. Thanks to the descriptions about the wind up music box poodles!

Awww, a My Toy poodle. Even if that's not her, it sure is cute. And it does fit the description. Now I'm curious.
