[ID: Magic Megan] Magician doll, by Mattel?

This is a doll that I have been wondering about for quite some time now.  I have tried but I can't figure her out.

Supposedly:
- 1992
- 15"
- Bow tie twirls.
- Shoes have secret compartments (reminds me of Sally Secrets by Mattel)

That does sound an awful lot like a Sally Secrets doll.  I don't know of many other dolls that have such deliberate "hidden" parts to them, plus it's Mattel.  Hmmm.

I am not certain that it is by Mattel, but I really do think it is.  I should have been more specific.

I still think the similarities to Sally Secrets are compelling though.  Now I'm noticing the blonde hair with rainbow streaks, which is another tie in.

I think I still have the little instructions manual that came with it. I had this doll when I was younger
