Wow cute doll!  Does she still have her tag?  If so, you could list the company/manufacturer name and the year it was made.  Unfortunately I don't know anything about her.

The tag is there, but so faded it can't really been read. Using the light i have made out twinkle tots it appears to say playskool Inc & subsidery of hasbro Inc. On the light is a teddybear.

Unfortunately I couldn't find much more info, other then an article from the 90's about a lady who had just gotten a job at Playskool designing toys, and Twinkle Tots are mentioned.   Most of the other results I found with Twinkle Tots were for daycare centers.

They remind me of Twinkle Bears (http://ghostofthedoll.co.uk/Toys_TwinkleBears.htm) too.
